You live in Vancouver and work in Portland. Or you live in Beaverton and your in-laws are in Battle Ground. Either way, the I-5 and I-205 bridges are part of your weekly life, and the two states on either side of the Columbia River have very different rules about concealed carry. This is the guide that should have come with your move to the Portland-Vancouver metro.
The single most important fact
Oregon does not recognize any out-of-state concealed carry permit. None. Not Washington’s, not Utah’s, not Florida’s, not Arizona’s. If you are physically in Oregon and you want to carry a loaded handgun concealed, you need an Oregon Concealed Handgun License from an Oregon county sheriff.
This catches Vancouver residents off guard constantly. A Washington CPL holder who commutes to a job in downtown Portland is carrying illegally the moment they cross the bridge, unless they also hold an Oregon CHL. That is a felony exposure for what looks like an ordinary commute. If you live in Clark County and work anywhere south of the Columbia, the Oregon CHL is not optional. It is the only legal path.
The reverse is also not friendly. Washington does NOT recognize the Oregon CHL. Washington’s reciprocity is governed by RCW 9.41.073, and Oregon is not on that list. An Oregon resident who wants to carry concealed in Washington has two real options: a separate Washington CPL, or a Utah non-resident permit (which Washington does honor). Oregon CHL
- 21 or older
- US citizen or qualifying legal resident
- At least 6 months of residency in the Oregon county where you apply
- No disqualifying criminal history
- Demonstrate handgun competence through training (more on this below)
- Residents of Washington, Idaho, Nevada, and California can apply through an Oregon county sheriff only if they show a “compelling need” tied to that specific county. This is read narrowly. A standard daily commute generally qualifies, but each sheriff’s office handles it differently.
Washington CPL
- 21 or older
- US citizen or qualifying lawful permanent resident
- No disqualifying criminal history
- No range or classroom training required
- Open to both Washington residents and out-of-state applicants. Oregon residents can apply for a Washington CPL.
The biggest practical difference is the training requirement. Oregon requires you to show competence through a class or the OSSA online course. Washington requires nothing beyond the background check.
Training, fees, and processing time
Oregon CHL
- Training requirement satisfied either through the free Oregon State Sheriffs’ Association online course (with a printable certificate) or an in-person CHL class. PDX Arsenal teaches the in-person version. See the class schedule for upcoming dates.
- Application fees vary by county. Washington County is $115. Linn County is $119. Multnomah and Clackamas Counties fall in the same range.
- Processing time runs roughly 6 to 12 weeks in 2026. The Measure 114 rollout has increased volume significantly. We cover the timeline implications in our Oregon SB 243 explainer.
- Valid for 4 years.
Washington CPL
- No training requirement.
- Initial fee: $49.25.
- Renewal fee: $32.
- Processing time: 30 days for Washington residents and 60 days for non-Washington-ID applicants. The longer window exists because the FBI fingerprint check takes additional time when the applicant is from out of state.
- Valid for 5 years.
- Vancouver residents apply at the Vancouver Police Department West Precinct (2800 NE Stapleton Rd).
If you want the cheapest, fastest path to a permit, Washington wins. If you actually want to carry in Oregon, that is the wrong question.
Where each permit works
A valid Oregon CHL is honored in roughly 30 other states through reciprocity. Washington is NOT one of them. A valid Washington CPL is honored in around 26 states, and Oregon is not one of those either. Neither state recognizes the other.
For the Portland-Vancouver metro, here is the practical breakdown:

A lot of Portland-area carriers hold both. The Oregon CHL is the load-bearing permit if you are physically in Oregon, and the Washington CPL covers you north of the Columbia River. Many serious carriers add a Utah non-resident permit on top of both, since Utah’s permit is honored in roughly 35 states and is the single best way to expand coverage from the Pacific Northwest.
Where you cannot carry, even with a valid permit
Both states keep some places off-limits regardless of your permit status. The list is similar but not identical.
In Oregon, off-limits locations include:
- K-12 schools and universities (with narrow exceptions for CHL holders, which became more restricted under SB 243)
- Courthouses
- Federal buildings, including post offices
- Airports past the TSA checkpoint
- Specific public buildings posted under the new SB 243 local authority
In Washington, off-limits locations include:
- K-12 schools (no CHL/CPL exception)
- Courthouses with metal detectors and signage
- Bars and restricted-access areas of restaurants
- State legislative buildings and certain election locations
- Federal buildings
Vancouver carriers should pay attention to the Washington restriction on bars. Oregon does not have the same broad bar restriction for CHL holders, though specific establishments can post.
The commuter scenario
Here is the most common situation we see at PDX Arsenal:
You live in Vancouver. You drive across the I-5 bridge to a job in downtown Portland five days a week. You hold a Washington CPL.
Without an Oregon CHL, the moment your car crosses into Oregon, your concealed handgun becomes an illegal weapon in Oregon’s eyes. That is true even if your handgun stays in the car all day. The legal exposure is real.
The fix is straightforward. Apply for an Oregon CHL through your Oregon county sheriff using the “compelling need” pathway available to Washington residents. Your daily commute to a Portland workplace is the textbook example of compelling need. Multnomah and Washington Counties both handle these applications regularly. Bring documentation of your employment in Oregon when you apply.
If you live in Oregon and you cross into Washington regularly, your Oregon CHL does NOT cover you. Washington is not on Oregon’s reciprocity partners list, and Oregon is not on Washington’s. You need a Washington CPL (any Oregon resident can apply for one — Washington issues CPLs to non-residents) or a Utah non-resident permit. Many Portland-area carriers hold both.
